
Jill Holtzman Vogel was born and raised in the Shenandoah Valley. A graduate of Central High School in Woodstock, she holds a B.A. in Government and Religion from the College of William and Mary, and a J.D. from DePaul University School of Law in Chicago.
Jill worked in the areas of corporate and family law prior to serving as staff counsel for the 1996 Republican National Convention in San Diego. Following the Convention, she joined the staff of Dole for President and in January of 1997, began work at the Republican National Committee. Between 1997 and 2001, she held posts as Associate Counsel and then Deputy Counsel of the Republican National Committee, and also provided counsel to the Republican National Convention in Philadelphia.
During November and December of 2000, Jill served as counsel in the Florida Presidential Recount, acting on behalf of the Bush-Cheney campaign in West Palm Beach and in Osceola County. Following Bush’s inauguration in 2001, she accepted a position as Deputy Counsel at the Department of Energy, where she worked with White House personnel, Energy Secretary Abraham, and other Federal agencies to implement energy initiatives. In February 2004, she was named Chief Counsel of the Republican National Committee, serving with then Chairman Ed Gillespie. As counsel, she led the national party’s legal effort during the 2004 Presidential election where convention, campaign and litigation issues played an unprecedented role in the campaign cycle.
Jill currently has a nationally recognized law practice in Warrenton, counseling non-profits, corporations, and other clients on tax exempt regulations, ethics rules, corporate law and campaign finance. Jill is active in numerous political organizations, charities and local civic groups, including Warrenton Rotary. She has twice served as a Trustee of the Board of the Virginia Outdoor Foundation, appointed in 1999 by the Governor. She is a member of the Board of Trustees of Massanutten Military Academy and Co-Chair of the capital campaign for the Shenandoah Valley Discovery Museum. Jill and her husband Alex live in Upperville and have four children.
